Oil Change International COP30 Media Advisory – November 19

November 19, Belém, Brazil – Today, President Lula joins the UN climate talks, and the COP30 Presidency is determined to push through the Mutirão Decision by the end of the day in an unprecedented move to gavel through major decisions in one swoop mid-second week.
Energy and diplomacy experts called yesterday’s draft text “wildly unacceptable” and “a blatant dereliction of duty”, as the text failed to include meaningful options on the widely anticipated fossil fuel phaseout roadmap. While there were some strong options presented around finance, the text also put poison on the table with options suggesting climate vulnerable countries rely on unrealistic and unfair private finance schemes instead of the public grant-based funding that is needed.
In response to the weak draft text, a reported 80 countries proved momentum is shifting by announcing their support for a COP30 outcome on a roadmap to transition away from fossil fuels in an afternoon press conference. However, energy and finance experts emphasised that getting more countries on board for a concrete and equitable roadmap on fossil fuels will require developed countries to show they’re willing to heed developing countries’ calls for more public finance on fair terms.
Civil society and parties await a new draft text this morning in anticipation of the next iteration of the draft Mutirão Decision and urge the Presidency to focus on quality and ambition over speed.
