As COP29 enters its final hours, the latest draft climate finance text presents a critical moment of choice—offering a mix of promising provisions and dangerous loopholes that could make or break global climate action. With unprecedented storms battering the Philippines and 2024 set to be the hottest year on record, the stakes couldn’t be higher.
While the text includes options for delivering trillions in public finance for a just transition, we have yet to see an actual number on the table. The text also contains troubling options that could let rich countries escape their responsibilities and the climate debt they owe by pushing forward an agreement that labels both Global North and Global South countries contributors to a mobilization goal, without differentiation. The path forward remains clear: wealthy nations can mobilize over $5 trillion annually by ending fossil fuel subsidies, taxing the super-rich, and changing unfair global financial rules. With time running out in Baku, negotiators must secure an agreement that delivers trillions yearly in public grants—not dangerous distractions that deepen inequalities. The world is watching to see if rich countries will step up to fund a fast, fair, and funded fossil fuel phaseout after three years of negotiating the money, or continue pushing inadequate private finance schemes that leave vulnerable communities behind.
